This is a common tactic to pin multiple crimes on the same person, to throw the book at someone, even if they had nothing to do with the crime. I guess it clears the books of open cases. Makes the cops look good, like they solved a lot of cases, even if the perps are still on the lamb. They like looking good.... no one will notice how ugly they really are, on the inside, so long as their files are up to date. I get the impression of pin the tail on the donkey. Fact is that this is proof of escalation to find this in mainstream media, in such a way, that it questions (I hope) the idea that the fbi will, can and will kill you and stage a drug transaction or a car accident or a medical emergency perhaps home invasion just to get away with it because they are not responsible for their actions. They are true cowards hiding behind authority and advanced weapons. They like to feel tough while looking good.
